Again, here we are assuming that all the technological change around us won’t effect radical, disruptive change in some sector or corner of the world about which we have little understanding.

The best example I am aware of is the breakneck proliferation of mobile communications technologies in 3rd world countries who have been decades behind in the funding and building of traditional wired infrastructures.  They make still have to catch-up with plumbing and sanitation, but, gosh, so many people now have cell phones.
