The dark web, like the black market used to traffic illegal goods and services, poses a challenging dilemma for Identity and Privacy advocates. The same technologies that hide information and the traceability of users also afford sanctuary for dissidents, whistle blowers and other principled citizens in need of protection.
So how do we decide which direction to travel. Or better yet, how do governments and other sanctioned users of the Internet support the bright side while eliminating or, at least limiting the dark.
This is one of the challenging issues facing legislators and other concerned Internet users.
